There are several techniques. To get waves like that for two weeks without styling, you can get an S wave treatment at a salon. (Go to a salon near you and ask if they carry it.) You can also try some of these tips:
While hair is damp, put in large velcro rollers, let dry and take out for big waves.
While hair is wet, curl half inch strands around a finger and pin at the top of the head. Blow dry and take down pins for curls that will loosen and become waves.
Put damp hair in a high loose bun and take down when dry.
Blow dry hair with a round brush, flipping in and out on random sections.
Use Garnier wave enhancing gel on damp hair and scrunch.
Invest in a really good large barrel curling iron.

Curling irons are way too strong for this. Of you have some time on hand, wash your hair, then roll up the streaks with your fingers (hair towel-dry). Secure the streaks at chin height with any sort of clip, leave to dry. Blow-drying works as well, btw. Knead in some curling foam or gel before, only shake afterwards, don楹搕 brush.
2nd possibility: Use curling pins, lateron only brush from the top of your head down to chin length, leave the rest out.
Depends on your hair what works better, try it out, good luck! :)

Next, mist a one-inch section with a setting solution, (I like Redken Spray Starch, it's $10.) then twirl the lock with your finger until it's twisted almost all the way to the ends.
Holding the ends of that twisted section, wrap it around a medium-size curling iron without clamping down. Hold for a count of three, release, and repeat all over your head. put moose in uf hair then scrunch it up---grab ur hair and fist it up--- when ur done spray your hair with hairspray (or before this you can use Garnier Fructis's "Surf Hair" Spray---it brings out ur natural wave)
