Get a 1-inch CERAMIC curling iron. For the larger curls, like the ones on the bottom, curl regularly in 1-inch sections. For the small, tumbly curls on the top layers, take a small strand of hair (the same width that you want the curl to be, no deceptions here) and carefully wrap it around the curling iron with your finger. Don't clamp it with iron and don't twist! Hold it and physically wrap it around.
